It'd be a nightmare if you had to factor in Bibliographies and Appendices when writing an essay - Every time you referenced a new book, or brought in more research, your margin in which to develop your argument shrinks considerably. To compensate, they'd have to increase the number of words allowed per essay - which creates all sorts of imbalances in length. What if, by some freak chance, I only use books with short titles? Or if my appendices include a particularly wordy piece? All sorts of imbalances follow. No, far better just to count the actual essay when conducting a word count.

It's be far too tempting and easy to beef out an essay that was going badly with a lengthy bibliography etc, don't give me that escape clause or I'll take and and my grades will suffer as a result...

Obviously you shouldn't have the appendix and bibliography in the word count. Who comes up with this stuff?

both are only there for the reader to gain extra information on what the author is trying to say, more of a convinence.An essay isn't written around these so why should they count?
