Union Council met last night to discuss the motion about acceptable behaviour on club and soc socials.

Unfortunately, no decision was reached on the motion that has been discussed a lot over the week.  The motion was at the end of a tricky agenda paper, and tensions were high as the debate started – with some excellent points made by everyone.

It was a shame when the discussion came to a stop because a couple of Councillors had to leave, meaning that Council could not come to a final decision.  Although it seemed a minor issue, the Union’s Constitution requires a certain number of Councillors to be present when things are decided, and in leaving, these Councillors caused the number to drop below the minimum number.

The motion should be reappearing at the next meeting of Union Council, on 12th December in LT2 at 7pm.

yeah, they had to leave so badly that as soon as we were forced to abandon the meeting they strolled back in. james mylot and paul wells. paul said it was the sensible thing to do. yeah, really sensible, really mature, a great use of everyone's time, and really helped union democracy. i say we give them a vote of no confidence at the next meeting.

Posted by: Anonymous User at Sun 09 Dec 2007 james mylot? it certainly was not him, I think you will find it was tom skelton who walked out not james mylot. Plus I thought he said it was the intelligent thing to do, same point applies though. Plus can we no confidence them surely that has to be by who ever tey are representing?

"yeah, really sensible, really mature, a great use of everyone's time, and really helped union democracy. i say we give them a vote of no confidence at the next meeting."

"yeah sorry, i meant that guy, it was my first time at council"

OK - so you have turned up to one meeting this term, whereas they have both been to every meeting, and left this week after 3 hours 10 minutes of the meeting. I'd suggest you are subject to a vote of no confidence, whoever you are.

"can we no confidence them surely that has to be by who ever they are representing?"

"Fair dues, though quite seriously can we no confidence them? as surely they technically have broken no rule."

To answer the first point, a councillor can be removed from council only if 66% of council vote to do so, however there MUST be good cause. Since neither have broken a rule (and indeed have a perfect record of attendence) this is not going to work. The fact is you cannot vote to remove a councillor just because you do not like them. For some reason it would seem a bit arbitary and unfair if this was the case!

If you don't like what they did, change the constitution.

Discussion Item no confidence

As according to the Constitution:

  1. 5 A Union Council member shall cease to hold office if they are subject to a motion of no confidence passed by a two-thirds majority of those voting at either a meeting of Union Council or in a secret ballot of their constituency requested in writing to the Communications Officer by not less than one tenth of the members of the constituency.

http://www.ueastudent.com/repres/uueas/uueas-constitution-21-02-07.pdf/file_view (section 12.5, pg 14)

If Union Council felt it had a good reason (ie two thirds of members agreed that the reason to no confidence them and so voted for it) then the member would lose their seat.

An emergency motion must be passed to union chair before the meeting, with a proposer and seconded in order to no confidence Union councillors.

The farce of a constitutional amendment motion this week is enough to constitute this. If it has not already put off too many people from attending.
